Min 43:30 Meeting starts. Public comments: DPW Open House was great. Plan commission brought up the tree plan at previous meeting, can Public Works confer with the plan commission regarding tree positioning and overhead lines.
Sound issues.
Min 48:15 CPR report that has been delayed since 2021. It should have gone to the PSC as a full inventory of the water utility including costs then. It should align with the annual report. The reason is the utility was upgraded due to a different class, 4,000 or more connections, and have to create a history of costs since its inception. It has never been reported to the PSC.
Approves $20,000 in consulting fees.
Min 54:55 Planned replacement of generators for wells 2 & 7 - contract for $383,255.00. Trustee Warren wants to remove the contingency. Contingencies discussion moved to GGF meeting. Projects should be planned and managed better without contingencies. Check the math. Passes.
Min 59:30 Foth contract for $100,000.00 for administration & inspection of the above item. 26% of construction costs.
Is that a conflict?
Director agrees that that seems high. Trustee Warren would expect a lower fee from a well-respected repeat service provider. The committee does math. They send it back to the company for a pencil-sharpening session.
Min 1:05:45 Planned Rural Street Tree pruning on Mary Buth. Object is to clean up the right of way, clear vision-triangles at intersections and curves and remove overhanging branches to make the street more clear. Will coordinate with We-Energies who are scheduled out there.
Letters will be going out to residents from the DPW announcing this activity. Will start late fall and in the winter. Discussion about right of way and who has access to the properties for this work. What if a fence is in the right of way and a tree beyond it may need work? It will have to be addressed.
This is a safety matter, not aesthetics so much. Village would prefer to get to the tree as the power company.
Min 1:21:30 Sewage pump purchase for $23,585.60. It is thirty-one years old and has been refurbished several times. Passes.
Min 1:23:00 Keller Town 9 water main. There is a letter of credit in place since this is a developer, rather than a bond. Passes.
Min 1:25:30 Director’s report. Division Road design being done in house. Evaluation of Main Street and Old Farm lift station replacements. Impact fees. Lannon and Maple is slow due to long lead on traffic lights - end of year completion. Working with DNR on MS4 draft report. Lead laterals need to be identified due to federal government. Letter/survey to all residents on water in older areas regarding this - don’t think this will affect many people. 110 complaints in October.
